The short answer
A good handoff preserves context, explains the reason, and gives the human a clear next action.
A handoff is not an admission of failure. It is a designed transition between machine speed and human judgment.
The agent should pass along relevant evidence, decisions already made, and the unresolved question. Starting over is the fastest way to make people dislike automation.
“Needs review” is not enough. Say what is uncertain, what could happen next, and what decision the person needs to make.
