A tool-calling agent does more than generate text. It chooses an operation, supplies structured arguments, receives a result, and decides what should happen next.

The loop

The runtime typically validates the call, checks permissions, executes the tool, and returns a structured result to the model.

The boundary

Tool calling creates action, not judgment. Product teams must still define what the agent is allowed to do and how people correct it.
